3. Passengers from the number of people with disabilities and other persons with livelihood restrictions for booking and entering into an air transportation contract can appeal to the carrier or agent of the carrier directly to the points of sale of air transport or by phone or email, or book a passenger seat and a suction capacity by independently through information systems. .

4. 5. Carrier or carrier agent When booking and concluding an air transportation contract must provide passengers from the number of people with disabilities and other persons with life limitations information:

about the services provided at the airport, in accordance with subparagraphs 1 - 5 of paragraph 7 of Article 106.1 of the Federal Law of March 19, 1997, N 60-FZ "Air Code of the Russian Federation";

on the procedures for carrying out air transport and issuing individual means of movement used by passengers.

6. When concluding an agreement on the implementation of the tourist product, the tour operator or travel agent must provide passengers from the number of persons with disabilities and other persons with the limitations of life-related information specified in paragraph 5 of this Procedure.

7. Services in airports and on board the aircraft are passengers from the number of disabled people and other persons with livelihood restrictions on request of the need for services.

Request for needs in services provided by the carrier on board the aircraft, in accordance with subparagraph 2 of paragraph 19 of this Procedure, as well as on the services provided at the airport, in accordance with subparagraphs 1 - 5 of paragraph 7 of Article 106.1 of the Federal Law of March 19, 1997 . 8. The carrier or carrier agent is obliged to ensure the reception presented by passengers from the number of persons with disabilities and other persons with the limitations of the livelihoods of requests for the needs in services provided by the carrier on board the aircraft, as well as services provided at the airport, in accordance with sub-paragraphs 1-5 points. 7 of Article 106.1 of the Federal Law of March 19, 1997 N 60-FZ "Air Code of the Russian Federation", at the points of sale of air transportation of the carrier or agent of the carrier, by phone or e-mail or when booking air transport through information and telecommunication network "Internet" .

9. Contracts between carriers, carrier agents, persons providing maintenance services in the zone and buildings of the air-binding complex of decreasing and arriving passengers (hereinafter referred to as the service organization), and tour operators or travel agents should include the procedure for mutual information on the presence and content of persons with disabled passengers and other persons with restrictions on the vital activity of requests for services in services.

10. The provision of passengers from the number of persons with disabilities and other persons with the limitations of the vital activity of passenger seats on board the aircraft is carried out taking into account compliance with flight safety requirements.

The carrier is obliged to take all possible measures to coach on board the passenger aircraft from the number of persons with disabilities and other persons with the restrictions of life and the following accompanying people.

11. The serving organization is obliged to ensure that the aircraft complex and other places determined by the service organization, the place of arrival at the airport of passengers from the number of persons with disabilities and other persons with the livelihood limitations, equipped with a call button (alerts), which providing a call (notification) technical means in accordance with the legislation of the Russian Federation.

With the receipt of the call, employees of the service organization are obliged to arrive at the place of meeting of passengers to provide services provided for in this order, in a period of time not exceeding 20 minutes.

12. The service organization through sound and visual alerts at the airport, and if there is an official airport site in the online information and telecommunication network, also on the site, it is obliged to inform about the passengers from the number of persons with disabilities and other persons with the restrictions on life in the airport of services and services and The order of their provision, including:

1) about the location of the arrival of passengers to the airport equipped with alert button (call);

2) On places location of wheelchairs to move passengers through the airport territory;

3) on the location of car parks selected for passengers;

4) on the places of the meeting of passengers;

5) on phone numbers for which additional information can be obtained;

6) On the location of places for walking dogs of the conductors;

10) on the procedure for carrying out contacts with employees of the service organization;

13. At the request of the demand for services represented by passengers from the number of persons with disabilities and other persons with restrictions on life when booking and concluding an air transportation contract or with the conclusion of the Treaty for the implementation of the tourist product, the following services are provided at the airport at the airport:

1) accompaniment and assistance in registration and decoration of baggage;

2) support and assistance in passing a border, customs, sanitary, quarantine, veterinary, quarantine phytosanitary types of control stipulated by the legislation of the Russian Federation, as well as when passing a pre-flight inspection;

3) accompaniment and assistance when landing on board aircraft, including, if necessary, using ambulipids for passengers who are not able to move independently;

4) landing on the passenger seat on board the aircraft in priority;

5) disembarking passengers from an aircraft using wheelchairs and (or) ambuliphtov, carried out after the release of other passengers, including support and assistance in moving items under passengers on board the aircraft;

6) Personal meeting of passengers by employees of the serving organization at the airport of arrival;

7) Support and assistance in moving passengers in the building of the airport.

14. At the request of the need for passenger services from the number of persons with disabilities and other persons with the restrictions on the livelihoods, presented directly at the airport of the service organization, are provided without additional fee for the following services:

1) meeting at the site of arrival of passengers and assistance when moving through the airport in case of alert by passengers about their arrival;

2) provision of wheelchairs and (or) other means for moving passengers through the airport territory;

3) Providing temporary use of wheelchairs is not capable of moving independently passengers in the event of a delay in the delivery of a destination or an intermediate landing airport for a special means to move, belonging to the passenger or loss or damage (damage) of this means for air transport;

4) Assistance in the walking of dogs-conductors.

15. In the event of a delay in the departure of the aircraft, an employee of the service organization regularly according to the technology approved by the service organization, or on the challenge of the passenger from the number of persons with disabilities and other persons with restrictions on life, provides him with assistance in providing information about the shipment of the aircraft.

16. Passengers from the number of disabled people and other persons with livelihood constraints should be provided with the opportunity to remain in their own wheelchair (with the exception of a carriage with an electric drive) before landing on board the aircraft.

The wheelchair with an electric drive used by the passenger is rendered to the registered baggage when registering for flight.

Passengers using a wheelchair with electrical drive are required to have a set of keys / devices to disconnect the battery terminals of the wheelchair, as well as packaging for the battery in accordance with the technical instructions for the safe transportation of dangerous goods by air ICAO1.

Disconnecting and connecting the battery-wheelchair batteries with electric drive is carried out by passengers on their own either upon request of the need for services - serving organization.

17. Issuance of wheelchairs used by passengers from the number of disabled people and other persons with livelihood restrictions, at the airport of destination, at the airport stops, in the zone of luggage, upon request of the need for services submitted in accordance with paragraph 7 of this Procedure, or submitted Registration for flight, immediately after disembarking passengers from the aircraft.

At the airport, the transfer of wheelchairs used by passengers from the number of persons with disabilities and other persons with life limitations is carried out on request on the need for services submitted in accordance with paragraph 7 of this Procedure or submitted when registering on the flight, in the Luggage Zone or immediately After disembarking from the aircraft, provided that the minimum connecting time with a flight, to which the passenger booked, is more than four hours.

18. At the airport and on board the aircraft, passengers from the number of persons with disabilities and other persons with livelihood restrictions perform medical procedures, eating and drugs, personal care, sanitary and hygienic procedures, as well as a guide to the conductor's dog independently either with the help of accompanying persons.

The carrier does not lift and carry on the hands of passengers from the number of people with disabilities and other persons with restrictions of vital activity.

19. On board the aircraft, passengers from the number of persons with disabilities and other persons with restrictions of life carrier are the following services:

1) familiarization with the rules of behavior on board the aircraft and with other relevant information in the form available for passengers;

2) Providing temporary use of the onboard chairs for movement on board the aircraft is not able to move independently to passengers on request on the need for services submitted in accordance with paragraph 7 of this Procedure;

3) assisting in the placement of hand baggage, located at the passenger, on board the aircraft;

4) Help in movement to the toilet and back, including using the onboard wheelchair, passengers who are not able to move independently.

20. The luggage of passengers from the number of people with disabilities and other persons with restrictions on the airport of departure should be loaded into the aircraft in such a way that its primary unloading from the aircraft is provided at the destination airport.

21. Chairs and other auxiliary devices used by passengers from the number of disabled people and other persons with life limitations are transported as a registered baggage in the luggage compartments of the aircraft.

23. Organization of interaction, coordination, operational control of the process of servicing passengers from the number of persons with disabilities and other persons with livelihood restrictions, as well as processing requests for the needs of the airport services (including applications from carriers according to the automated booking system in standard PAL / CAL format) Specialized division of the service organization.

24. Maintenance of passengers from the number of persons with disabilities and other persons with livelihood restrictions is carried out by performing the following consecutive actions:

24.1. By departure: the beginning of the service (comes from the moment of receipt of information on the arrival of passengers to the airport) - registration for flight, departing for landing on board the aircraft, the end of the maintenance of the service on board the aircraft (completing placement on board the aircraft).

24.2. 25. Maintenance of passengers from the number of persons with disabilities and other persons with livelihood restrictions on the attributes is carried out by performing the following consecutive actions:

25.1. When contacting the passengers to an employee of a serving organization in the territory of the station Square or in the aircraft complex hall with a request to assist them in transportation, an employee of the serving organization informs the specialized division of the serving organization.

25.2. An employee of a specialized division of a serving organization accompanies (transports) a passenger and his baggage to the medport, if the passenger needs medical services, or before the reception, if the passenger does not need medical services and wants to register for the flight in the prescribed manner.

25.3. Looking for passengers and their baggage, as well as the inscription of their accompanying persons, including employees of the specialized division of the service organization, carried out at the entrances to the airport, are out of turn.

26. Maintaining departing passengers from the number of people with disabilities and other persons with livelihood constraints is carried out by performing the following consecutive actions:

26.1. The registration line manager carries out the registration of passengers and draws up baggage out of turn.

26.2.
