3. The structure and composition of the airport aviation security service.

4. Airport Aviation Security Service.

5. Material and financial support of airport aviation security service.

Preparation of inspection teams.

1.1. 1.7. Responsibility for the organization and condition of aviation security of the airline (operator), the fulfillment of the tasks assigned to the SAB (along with the Director General) is borne by the head of the airlinople (operator).

1.8. Material and technical support and financing of aviation security activities are carried out by the leadership of the airline (operator) at the request of the airlinople (operator).

1.9. Employees of the SAB airlinople (operator) must have uniform clothing and smart signs of the installed sample.

Chapter 2. The main tasks of aviation security service

2.1. The main tasks of the airline aviation security service (operator) are:

2.2. SAB airlinople (operator), in accordance with the tasks and arrangement with the airport administration, performs the following functions:

2.2.13. He carries out the protection of terminals (warehouses) and other facilities of the airline (operator) in the presence of a certificate and license for this scope of activity.

2.2.21. Performs the instructions of the leadership of the airline (operator) on the prevention of violations of aviation security measures, the curb of theft and other offenses when servicing flights of the airline enterprise (operator). Conducts official proceedings.

Chapter 3. Structure and Commissioning Aviation Safety Service

3.1. The organizational and staff structure of the SAB airlinople (operator), as well as the provision on the aviation security service of the airline (operator) of civil aviation is coordinated with the territorial body of the FAS Russia and are approved by the Director General of the Air Enterprise (operator).

3.2. Official instructions of the employees of the SAB airlinople (operator) are approved by the head of the aviation security service of the airline (operator).

3.3. 3.4. 4.3. The head of the SAB airline (operator) is a direct boss for all employees of the SAB airport (operator).

4.3.2. Organization of work to ensure the safety of the life and health of passengers and crew members of the airline enterprise (operator).

4.3.4. The state of labor discipline in the SAB of airline enterprises (operator).

4.3.5. Selection, training and education of employees of the SAB airlinnribution (operator).

4.3.6. Organization of the activities of the SAB airport service (operator), ensuring interaction with the Sab airport of basing in the issues of throughput and intra-looped mode.

4.3.7. Implementing aviation security program.

4.3.8. Organization of office work in the SAB airline enterprise (operator) and monitoring the timely execution of documents entering Subscribers.

4.4. The head of the aviation security service of the airline (operator) is obliged:

4.4.1. Know the requirements of regulatory documents governing aviation security issues and organize work on their implementation.

4.4.2. Prepare suggestions for increasing the aviation safety of airline airlocking (operator) and make them to develop efficient passenger service technologies, baggage processing.

4.4.3. Take direct participation in the preparation of orders and orders of the Director General of the Air Enterprise (operator), official instructions and other regulatory documents on aviation security issues.

4.4.4. Organize the interaction of SAB with other units of the airline (operator) to improve aviation security.

4.4.5. Take part in educational work aimed at raising the level of special training and vigilance of crew members and terrestrial airline personnel (operator) in providing aviation security.

4.4.6. To carry out preventive measures to ensure aviation security and maintaining the material values \u200b\u200bof the airline enterprise (operator).

4.4.7. Prepare proposals for sending employees of SAB for service affairs within Russia and abroad.

4.4.8. Prepare offers and applications for the material and technical support of the SAB.

4.4.12. To conduct instruction on the operational atmosphere at the airports of civil aviation and tasks of the staff of the SAB to ensure aviation security.

4.5. The head of the aviation security service of the airline (operator) has the right:

4.5.1. To require an accurate fulfillment of orders and instructions of the FAS Russia, the territorial authority of the FAS Russia for Aviation Security and the Director General of the Air Enterprise (operator).

4.5.2. Check the condition and organization of aviation security work, to indicate within its competence on eliminating the identified deficiencies.

4.5.3. Conduct a service investigation into the facts of violation of aviation security measures.

4.5.4. Decide on the refusal to transport passenger, baggage or cargo if it entails violation of flight safety and aviation security requirements.

4.5.5. Attracts the Disciplinary Responsibility of SAB employees for admitted violations of labor and technological discipline, as well as temporarily removing employees from the performance of official duties, if their actions may damage aviation security or the prestige of the airline (operator).

Chapter 5. Legal status of aviation security officers and their social protection

5.1. Employees of the aviation security service of the airline (operator) are required:

5.1.5. Create and operate an information bank of the data with the aim of automated processing of information on the state of aviation safety of the airline (operator), as well as production information characterizing the work of the airline (operator) in the field of aviation security.

5.1.7. All information obtained by the staff of the SAB airline (operator) in the process of their work activity is not subject to confidential and disclosure.

5.2. In the performance of official duties, employees of the SAB airlinople (operator) are entitled to:

5.2.1. To implement in the manner and limits established by the legislation of the Russian Federation and the regulatory acts of the FAS Russia, the Aviation Safety Activities (Operator).

5.2.2. Participate in the selection and alignment of the staff of the representative offices of the airline (operator) involved in ensuring aviation security.

5.2.7. To carry out, on behalf of the Director General of the Air Entertainment (operator) or the head of the SAB, the official investigations on the facts of violation of aviation security requirements.

5.2.8. To establish, in coordination with the leadership of the Air Enterprise (operator), in order to ensure aviation security, service contacts with law enforcement agencies and executive authorities, as well as with Sab airports.

5.2.9. Employees of the SAB airlinople (operator) in the performance of their official duties are given the right to verify the documents allowing the entrance to the facilities of the airline (operator), as well as the inspection of personal belongings of the staff of the airlock (operator).

5.2.10. Employees of the SAB airlinople (operator) have the right to detention for transfer to airport aviation security service or law enforcement agencies of aviation security measures.

Requirements for employees of the airlinople (operator) during the execution of service functions are mandatory for the entire staff of the airline (operator) and transported passenger aircraft (operator) of passengers.

5.3. The social protection of employees of the aviation security officers of the airline enterprise (operator) is governed by the current legislation of the Russian Federation:

5.3.1. The labor activity of employees of the SAB airlinople (operator) is governed by the current legislation of the Russian Federation on labor.

6.3. The aviation security service of the airline (operator) must be provided:

Service premises, furniture and office equipment;

Motor transport to ensure the work of employees of the SAB;

Radio and telephone means;

Uniform and special clothing;

Other material means.
